Hi guys,
We have created few guided tours but the Guided Tours tab in the carousel is not visible to the end users (please refer below screenshot) but authors can see it. We ensured that we have published the created guided tours.

Guided Tours will be visible if the context matches and they are published (assuming you are pointing to the correct Workarea and you have read permissions on it). The context is:
Check each of those things. If the Context Help is showing up but not the GTs then check the values for the CT and copy them to the GTs. (The App ID is also specified inside the help project, so if you've been duplicating and manually changing the Context property that is not enough...)

If the Guided Tours are appearing on the Home screen but not the individual application screens, check the context values on each Guided Tour object in Manager. The Home screen context for your application is definitely there but it sounds like the other context values may not be. I cannot understand why this would be the case, if your Guided Tours contain steps for the corresponding application screens but that sounds like the issue to me.

Now, the guided tour created on Fiori Home page shows up for users after publishing. However, guided tour under specific Fiori tiles, still don't show up.
Any suggestions please.

My guess is it's an issue with user authentication, but I can see that they can see other content so it is probably not that, or the Guided Tours are not correctly published. Try opening Manager and clicking on a Guided Tour in Manager. Then unpublish the selected Tour and republish it.
I don't think that there is an issue with your configuration because you say that authors can see the Guided Tours.
If that doesn't work, raise a ticket using the Component ID LM-SEN-CMP and get support to take a look.
