Grant access to Form template for users not involved in route map

Hello everyone,

we would like to grant the access to pdf form to employees not involved in the route map. In particular, the local HR should be able to see the forms under their region.

We noticed that the History portlet shows the form just for the manager, we are trying also to mass download pdf and upload them in a custom section.

Any suggestion on how to do that?
