External Users and approvals

Hello all,

When we create an item with approval and offer it to both external and internal users, how do we make the system skip the approval for the external users? One way is to duplicate the item in 2 libraries - one with approval and one without - but that is way too much admin work. Another way is to assign a dummy manager but that too comes with cost. Has anyone found another way for this kind of situation or has a suggestion please?
