Request clarification before answering.
Quite often the reasons are:
1) Network (connection to manager is dropped by i.e. a firewall/VPN or a poor connection to SAP Enable Now Manager in general)
2) security tools installed on the workstation (antivirus etc) prevent SAP Enable Now Launcher from unpacking the downloaded file.
In both cases, I would recommend reaching your local network/security team so they could take a look on the network traces or security logs.
