this pop up means that on this page (Shell-home) in your application, no Web Assistant content object exists yet. For each page you need to have at least one basic content object created.
There is an extensive section about authoring in the Web Assistant in the Infocenter and we also offer a training for Web Assistant Authoring in the SAP Learning Hub.
