Employee occupation tax is not deducted for County Montgomery city Mt. sterling

Hi,

I did configure Employee occupation tax (Tax type 51) for County Montgomery (KY0M) and City Mt. Sterling (KY2R). But in the payroll only City Mt. Sterling is withholding Employee occupation tax but not County Montgomery.

I checked all configuration tables and employee master data, it looks good.

Can someone tell me what could be the reason for not deducting employee occupation tax for County Montgomery.
