elearning course assignment

Hi I have situation where i am struggling to find solution .

Situation is:

I have one elearning mandatory course that I wanted to assign to group of people.

Conditions 1:Specific countries (only India and china)

conditions 2 : specific state in above countries

conditions 3: depending on which state they are , user will get different course content (less hrs ,question)

conditions 4:if someone is manager then he should complete manager plus his employee course if his employee is in another country or state

Example: if user 1 is an manager in x state and his employee y in another state then

user 1 will get course depending on state and also he will complete y state course as well

Another example :if user 1 is in x state and dont have employee then he will take one course and course will vary depending on his answer question.

Most important is we want to track this if they all selected right state ,completed right content etc.

Its one time training as of now but it may be next year as well.

Is the training one-time training or do people need to retrain? If the training is recurring then how much do people move from state to state or country to country? Is the choice of country and state made with in the e-learning course?
