Hello everyone,
In our EC Address portlet, we have a field for 'County'. The County field is linked to a picklist called 'GBR_COUNTY'.
One of our users can see the Option ID on employees' Address UI instead of the label.
For example, we have a county with the Label 'Greater London' and the Option ID for that is '1060.
Our user is seeing '1060' in the county field on employees' Address UI's.
I have checked Manage Business Configuration and the field is linked to the correct picklist.
I found the SAP KBA below, but the causes of the issue do not apply to us, because we have not migrated or changed the picklist.

The Label and Option ID in our picklist are shown below:
Only one user has reported this issue.
They have sent us screenshots of the Option ID on the UI. However, when we proxy in as the user, we see the correct label and not the Option ID.
Has anyone experienced this issue? Do you know what could be causing the display of the picklist Option ID instead of the Label (and only for some users)?

Request clarification before answering.
The Problem is in Picklist for Label Translation should be a text. If there is no Text for Example for EN, then they see just the OptionId.
You see the right one, because in Proxy Language is not changed to user's Language and you see system in your preferred Language in Settings.
Best Scenario is to change your language to user's language and proxy. You can use Google Translate to use the Transactions.
So, Fix the translation in Picklist and they will see the correct Texts too.
