Dear experts,
We would need to configure in Employee Central a business rule or an association in order to obtain the needed picklist values. We have a custom field in the Comp info portlet: "Pay Change Reason" which currently contains picklist values from all the countries, but the idea would be to have in that field only values based on the Country/Legal Entity of the employee.
Any recommendation would be appreciated.

If you would like to filter on countries then you can link your picklist to a parent picklist. For that you would need to have a custom country field in Comp as well. You can find here more infos:

Furthermore, you can create a custom mdf instead of a picklist and work with associations. I think this is actually the better option, since you can reference your mdf object to a field in Job Info (so country or legal entity does not need to be in Comp). The best option would be to associate your mdf object to Legal entity and enter the following field criteria in the details of your custom field (see screenshot).
