EC Ability to create Job Change Confirmation Letters or Notifications

I am looking for a way outside of Recruitment to create an offer type letter or a confirmation of an employee's job change when a user submits the change via EC using the "Take Action" options. This would be a letter or email to the employee outlining the changes made to their employment or compensation information. Any suggestions?
