I know that Customers must have valid SAP Enable Now licenses to create their own content and then distribute it to End Users through SAP Companion. However, do Customers need valid SAP Enable Now licenses to distribute only the standard SAP content to their end users?

No, if your users will only consume standard content then they do not need an SAP Enable Now license. However, if you want to change that content (or provide your own) and are therefore running in Extended mode yes the users will need licenses (even if most of them only look at standard content and not necessarily your custom content - that is, customize ONE piece of content and now EVERYONE needs an SEN license).
