Has anyone experienced a mismatch between the merit guideline shown in the form and the default value in the guideline? Our guideline criteria are based only on ratings and country, and everything appears to be set up correctly.
For example, for an employee in Lithuania with a 2–2 rating, the default value in the guideline should be 4.5%. The merit guideline in the form also shows 4.5%, but the actual merit field displays 4.49%.
Please note that the eligibility job has already been run, Enable Guideline Optimization is enabled, and we have also tried removing and re-adding the employee to the worksheet. However, the merit field still does not match the merit guideline.

This is not uncommon and expected behavior. The reason is that your guideline is a percentage and the default based on the rating is also a percentage, however, the system only saves an amount. As a result, the system will take the default percentage and apply that to the basis of the increase, usually an annual salary, a base rate or a target amount. The system will multiply the basis of the increase by the percentage and calculate an amount of increase which is then used to recalculate the percentage. Because of rounding the percentage can be off just a little as in your case, 4.5% is now 4.49%. This usually is more of an issue with smaller amounts like hourly rates.
Please go through the math as I described above and confirm this is the case. If not, reply to the post and with some additional details and I can try to further clarify.
