Is it possible to configure in LMS through Intelligent services that system will identify employee "is first manager" in LMS so local admin team use that information and assign training to specific first time manager

This is likely not possible as the LMS identifies someone as a manager only if another LMS user's manager field has them listed. It's a dynamic query. There is delegate manager tables as well, but that is different. Maybe with this informaiton and some other values that are stored on Platform side you could make a custom field on the platform or integration center?
