This issue is in regards to the desktop assistant package when getting deployed to end-user machines. We are noticing one of this issue here.
We recently push the DA package to limited end users for testing purpose and found that they are getting error as below when users are having a "Learner" role.
Error: A network or server issue is temporarily limiting features. Automatically retry in a few second.
But when we upgrade their role in Enable Now to Standard Author Role the error goes off and they are able to view the DA panel and its icons.
Attaching the error for reference.
Should the end-users have a Learner or Standard Author role?
Is it mandatory to provide Standard Author role to end-users?

Request clarification before answering.
I agree with Michael something is most likley not published correctly or something is in Edit mode causing learners not to be able to get to the content. Using the Published Tag start links will help prevent some of these issues.
