I have added a relationship type to the jobRelType picklist- Delegate A.
I then created a permission role granting Delegate A permissions (Majorly time off)
For sample employee A I assigned a job relationship with employee B as Delegate A.
Employee B is not able to see the time off the workbench for Employee A.
I have followed the guidance on both notes and the user still does not have the permissions.
Please advise on what else I should do.

Request clarification before answering.
I have a hunch that the system sadly won't see that as used based permissions (similar to the position that cannot be viewed as described in the article). You may best log a ticket on that to see if that is indeed the case or if its something that is missed.
