I'm just beginning to implement SF Learning and need to outline the various roles and responsibilities, as well as define governance for how we'll use the system. Am curious if anyone else has done this and/or has any guidance or frameworks they could share. I'm not looking for technical support - I'm focused on concepts/philosophy at this stage. Thanks!

Hi eyurachek, I hope you are doing well.
In my years of implementation this always was a critical point.
Each Role need to be thought in conjunction with Domain, because if you have Group Domain you need to create a pool of roles for each Domain, so thinking in 5 Domains with 5 roles, you need to replicate 25 times and in the future you need to manage this.
The second point is administration type: Centralized or Decentralized.
Generally, when you have a Centralized Administration is more simple in terms of Roles because have only single functions, different when you have Decentralized structure, because may requires more complex Roles.
Finally, to construct roles bear in mind to left more simple possible. Think in terms of personas, who will do and why do? When you have a Content Factory, why not have one role to manage all kind of content - The Content Guy, or for example, if you have a area that manage the physical resources, why not a role with the privileges to do this? - The Resource Guy.
Avoid to create Roles with minimum differences, for example, an administrator that can enroll students in a class, and another with the same workflows except enroll.
A tip for you is EXPORT the Administrative Role ALL as a backup. Maybe it will helpful in case of functions lost.
