I can recommend you to use the Intelligent Services "First Time Manager" to trigger an Integration Center which can populate a custom date field that can be part of the Job info, custom object or even one of the EP fields.

Not impossible, but 100% accurate it may not be.
The easiest way is by putting some field in place that allows you to track it (and then potentially filling another field that stores the date), which would ideally be in job info and those will likely be custom fields.
You could also let the system do more of the determination, you'd need a custom mdf and several integration center integrations to check that and fill the custom mdf with the exact date the change to manager has occurred.
