Curriculum not complete but requirements are fullfilled

Hi Experts,

have to ask again because may post from last year had not been answered.
We have a curriculum with requirements. When the requirements are fullfilled they are shown an completed, but the curriculum is still uncompleted.

What can we make wrong?
