Control Raters Selection

Dear team, 
I would like to exclude certain participants to be selected as raters in the 360 forms. Is there any option possible to control/limit the users that can be selected as participants within the process?

I don't want change the "User Search" permission and impact the overall search functionality.

Thank you so much for your reply. 
Considering your reply there is no other way to control the rater search without changing the user search permission, right? One option is to use the default raters as you mention, the other option would be to upload.
