Compare Position FTE cap with Total FTE in Employment

Hi,

I am trying to create a metric in story report that should tell users how many positions are over utilized (Position FTE < Total Incumbents) and Under Utilized (Position FTE > Total Incumbents). A position may have multiple incumbents.

I had added Position FTE and Total FTE (from Employment) as Measures. I do get data as shown in the picture (Table1). However, I need to add a column at the end that'd simply compare Total FTE to FTE Cap and indicate whether the position is over utilized or under utilized. I expect it should be as simple as following conditions in a restricted measure -

If (Total FTE = Position FTE Cap, "Properly Utilized, If (Total FTE < Position FTE Cap, "Under Utilized","Over Utilized")).

However I am unable to write this comparison formula as it doesn't allow to use Total FTE in the formula editor. And without that comparison column, I am unable to put the summary into any metric or chart.

If anyone has done this type of metric in story reports, it'd be really helpful if you could share your inputs. Or even if there is any other way to achieve this, that'd be very helpful too.
