Hello,
When using the Direct Amount / Cascading Budget feature in the Compensation module, are the managers assigned to budget amounts automatically the planners? Or can Roll-up or Compensation Manager Hierarchy (Second Managers) be used in conjunction with budget assignments? Managers without a budget are still allowed to make recommendations.

Yes Budget Cascading works with Second Manager hierarchy.
I am very bias against this feature and try to always stir customers and consultants from using it (I've implemented it once for a bank in Europe). I know some companies like it but it defeats the purpose of "Reward to Retain" because lower levels of the orgchart potentially won't get anything just because higher levels took everything. There is no way to set a max for how much each level takes from the budget and if money runs out 3 levels before the bottom of the orgchart the planners for each of these three levels don't get any funding to increase their teams.

@pbrandi Yes it also works with rollup, had it confirmed by our Product Manager today.
