cannot rehire inactive employee with match

Even though I have enabled all necessary permissions in Mpr - Manage hires , there is not accept match button but only ignore match when I am trying to rehire inactive employee with add new employee transcation (see attached picture)

The most common reasons for that are that the feature is not activated or that the person is still active on the date you are trying to hire him

But when I export User data file csv this user is Inactive

The user data file is not the main criteria. The main criteria is that in job info there must be a record where the employee is terminated on a date before the date you choose in the hire wizard
