Can we have custom Rehire Check in Onboarding 2.0

Hello Everyone-

As you are aware while Rehiring a terminated employee using Onb 2.0 system performs rehire check at 3 places-

1- At the time of Initiating Onboarding ( when done from RCM Module)

2- After Personal data collection

3- At Manage pending hires

My requirement is that i need a rehire check before Review new hire data , I am attaching standard flowchart given by SAP. I am not implementing RCM Module in my system

Is this possible? If yes How to do this. Do we have any workaround.
