Can we configure the default to allow users to remove optional learning assignments

Can we configure the default as on to allow users to remove optional learning assignments at the Item and Program level? It looks like it's currently switched off as the default setting.

Hi, I'm referring to the new configuration coming in 1H2024, where learners are able to remove their optional learning assignments. The Help documentation says enable this at the Item and Program level, but I'm wondering can we have this toggled on as the default so that Leaners are able to remove optional learning assignments as the default option and we manually toggle off at the Item and Program level when required.
