Can't find objective-template_4_0.dtd

I am reading implementation guide for goal management, and as below statement, I can find DTD for objective plan in below path mentioned in guide

Somebody please guide me.

Hi priyanka29 kindly go to your learning hub ,search for course performance and goal academy > choose the elearning > then you can download system configuration DTD files
