In performance and goals, I'd like to use only one yearly goal plan in which each goal has milestones that may occur in any date.
Each goal would have its rate calculated like this: weight * average of subgoal achievement. So, if each subgoal has accomplished 100%, the average would be 100%, and the rate would 100% * weight.
But I would like to have a mid-year performance review. In that scenario, only those subgoals dated for the first semester should be considered for the average, because it would not be logic to expect to have accomplished a milestone dated for the second semester.
Until now, we have been keeping two goal plans: one for the first semester and other for the second semester. This obviously scatters the information, forces users to duplicate goals and then edit them to have similar data, and introduces possible errors.

In June 30th, the system would ignore subgoals c & d, and calculate only the average of subgoals a & b would be 75%. So the rate would be: (10 points)(75%)=7.5
In December 31th, the system would ignore subgoals a & b, and calculate only the average of subgoals c & d would be 87.5%. So the rate would be: (10 points)(87.5%)=8.75
