We have learners struggling with the "scroll up/down" step. We don't want this to count against them in their tests. Can we add an instruction bubble to help them through this step in test mode?

Yes, kind of. Insert an Explanation (Bubble) object and flag this as appearing In Test Mode (only). Note that it uses the Practice Text.
The downside is that it is an Explanation, which means that the user has to click Next in the Bubble before they can get to the action they need to complete (they can't just perform the action because that is in the next Macro. So you would need to enter something like "In the next step, use the Page Down key to scroll down in the selection list.". Not perfect, but better.
An alternative, if this is really confusing them is effectively remove this action from Test mode by using a Change Mode to go into Demo mode for this Macro, or a Jump to Step to bypass it entirely. You'll have to work out how effective that would be vs confusing when the screen 'jumps' without the user doing anything. You may need to check how this is 'scored' - I have a sneaking suspicion that SEN would still want to count the action, and I don't know if it would credit for effectively 'not doing it' - see my earlier comments on the limitations of scoring with 'optional' actions.
