Business rule not working in new hire

I have a request to change the frequency in pay component recurring in comp info when pay group in comp info changes

Each pay group has its frequency

I am able to do it in comp info portlet through a rule but same rule does not work during new hire process, what could be the issue?

Create a new rule with the base object as "Employee Information" and give a try. For new Hire you have to create new rule per design.
