Business rule in Employee Central to check the start date of an absence under administer time

Employee central: I want to write a business rule that checks the start date of the absence record created under the employee's profile - administer time UI, and if the start date is before a specific start date, then an error should be displayed on save.  I checked the sap blogs and see that we need to write a Take Rule, but not sure where to assign this take rule?  Can anyone guide me on this?

You can write Scenario: Absence Validation business rule and can assign to reliable TİME TYPE in manage data.
