Bulk Upload of Goals?

Given we no longer have the Goal Library available, is there another way to upload a bulk set of Goals for those who have a common set of goals?

We have a large set of employees who have the same goal and rather than every manager cascading goals down, it would be much better to bulk upload goals to people by either position or groups of people.

So I am not asking about the cascade feature but a bulk upload or assignment of goals.
