On the compensation worksheet, I understand a promotion is defined as a grade change and the promotion mapping identifies possible new grade progression. Thats fine however if a promotion doesn't involve a grade change (such in a case with broad banding), what do companies do?

Since we can control which fields are editable by planners in the EC promo popup here is an idea for your specific business case :
If your customer is non-EC (Job Selector or Comp profile used to enter promotions) there is no workaround I can think of as the path is always from Pay Grade to job specific info.
All the best,
