Hi Community,
Can we restrict employee access to the Banner/Background Image settings so that they can only select images from the existing library? Employees should not have the ability to upload or use any images that are not already available in the library.

This configuration will allow you to do exactly what you are trying to achieve. This is how we have our instance configured as our aim was the same as yours - allow users to change their background image but prevent them from being able to upload their own images and only allow them to select from "approved" images that we have provided.
They will retain this option:
But will only be able to select from the images that you have enabled in "Manage background image library", like this:
