Some departments records were deleted from the system, is there a way to know the deletion date and responsible?

In case you have enabled Change Audit Reports (MDF Change History Data) before the deletion, it should work as an alternative:
Check the prerequisites , and if you have it properly enabled, then generate a report to confirm that you're able to see the audit information.
