Assignment profile not picking up some users

AP is not picking up some set of users who are eligible for Assignment profile rules (Country and is line manager IS yes). The affected users are same domain and group as per the AP criteria and have been lone managers for long time and have 'yes' in line managers on EC and LMS profile .

 

What could be the reason for this issue ? Please help

Thanks for your answers and suggestions.

The reason for this issue is that the users has no direct reports in the system. So LMS will not consider them as managers.So they will not being picked up by Assignment profile.

Since you have said the missing users are within the same domains as users who are being included in the assignment profile, and they meet all the rules of the profile, I think the most likely answer is that your profile is paused.

This happens when someone looks at the profile, perhaps to check it, and instinctively clicks Save. But then they don't re-run the profile. Saving it and not running the profile leaves it in Paused status.

(This is intentional functionality, to allow admins to save partially updated rules & finish changes later.)

To un-pause the profile, we have found that we need to not only Execute the profile again but also Update as well (both menu options). It is this 2nd part of un-pausing the profile that can be missed, even when the admin knows that action is required after accidentally saving a non-existent "change."

@yadlapallisya, additionally to what @samwest has mentioned, try to confirm if the assignment profile (AP) has been saved and updated (KBA 2392503), check if the users are part of the "Download Preview Users" report, and if the given entity wasn't removed by a Learning Administrator after being assigned by the AP by running the User Learning Plan Audit Report. Also check the KBAs 2165259 and 2565255.

Have you checked the 'Country' you have picked for them is the correct one. You may have more than one set up and not realise that users are in it for example Italy or ITALY may be 2 separate countries on the picklist.

Also, do you have any other rules such as must be 'Active', and if so are they active?

There must be a reason, and if you have checked everything then I think a ticket with support might be needed.
