Business would like an activity to be created, to inform the IT department about the new hire. How do you do it?

You can create an own correspondence activity for that with the text you need and then send it either manually by recruiter or include it in the workflow after the hiring status change.

You don't get activities in your UWL or SAP InBox. You will get them directly to your mail inbox, see also http://help.sap.com/erp2005_ehp_03/helpdata/en/44/3007e4d3323ecae10000000a1553f6/frameset.htm.
