All user accounts cannot view new hire data review and task

The customer only bought ONB2.0 and EC, we inserted an external user record from postman, we have inserted successfully and started the induction process, and set the rule, but when the Hiring Manager or the responsible group clicked into the "induction information panel", we did not see any Task or New Hire Data Review.

I checked BPE:

I tried changing startDate to a future date in postman (2020-03-30t21:52:14), but the external user still became an internal employee.
