Playback in Demo mode? Just set the bubble Display Duration property. You can also use Tools > Settings > Playback Settings > General > Duration of Mouse Pointer to slow down how long the mouse takes to move to the next action location.
If you mean you want users to be able to slow down playback ad-hoc, like you can for (say) YouTube - currently not possible, but you can submit a Customer Influence Request.
