Accrual Rule is not triggered

Hello,

We have a question on topic off accrual rule:

If an employee changes the working days in the year of his employment, the Accrual Rule is not executed. This seems to be a technical issue, see the following KBA: https://me.sap.com/notes/2845040/E.

But if I understand the system correctly, the Hire Rule is only triggered once at hire, then no more. What can be done if an employee changes working days in the year of hire.
