Hello,
I would like to know if a client has bought a license for SAP Commissions but does not have any credentials provided by SAP to login and access the system, then what is the process of having the access and enablement of SAP Commission module?
Also, is there any detailed implementation document which provides a step by step approach for enabling, accessing and implementing the whole SAP Commissions module?
Request clarification before answering.

From a product perspective I can't tell you much about the activation process, but as far as I know, SAP has to provide credentials the day the contract takes effect, so if they didn't get the credentials, they should immediately contact their account manager. It's always possible the email went to a spam filter or was misdirected.
As for implementation, other than the online help then no, there's no published single document.
