Is it possible to set up a time-unlimited delegation (e.g. for the assistant of a manager) so that the assistant always has access to the forms of the employees of the manager concerned?

I'm afraid your desired feature behavior is not supported yet.
The form template and the delegation valid period need to be specified when creating the delegation.
