During Q3 2017 release, we detected an interesting issue in one of our instances related to an unexpected breach in our RBP configuration.
As you may know, the Report Center functionality (Opt-In feature managed via Upgrade Center) also triggers the navigation menu reorganization that consolidate the different reporting menus/tools in a simple structure.
We thought there would be no immediate impact on our system because the Report Center was still disabled. Unfortunately, this was not the case as we had some incidents reported by end-users right after the release upgrade stating that there were navigation changes in the Analytics menus.
We found out that the Report Center feature was previously enabled in the system by one user via Upgrade Center. Prior to the release, there was no end-user impact as the feature itself was controlled via RBP and there was no major system reorganizations.
The issue was solved quickly, as we just had to undo the Report Center upgrade again! However, we also wanted to understand how the user triggered the upgrade as he should not have access to the feature.
Apparently it seems that as long as you have to access Admin Center (via another permission option), you will also be able to access Upgrade Center (as it will be displayed on the right side of the screen). Meaning that most of our HR Admins would have access to the tool.
This is the default system behavior but we wanted to prevent situations & issues in the future.
You will have to contact SAP Support (via Incident) to ask them to enable RBP permissions for the Upgrade Center in Admin Tools.
After SAP confirms that the functionality is enabled, you will be able to assign the "Manage Upgrade Center" permission in the Permission Role configuration screen.
