Year End Open PR PO commitment Budget Carry forward

Hi All,

We have situation as below at year end to carry forward the open budget commitments to 2020.

Allow new PR's creation and Finance Journals postings in 2020.

we have not done the open budget carry forward and and not opened the periods in FMIR. To allow new PR creation and Finance Journals postings, we need to Open the FMIR for 2020. is it allowed to do before we do the open commitments carry forward.

System - S/4 HEC

FM Profile 101 with IR as actual update - Payment Budget Ledger.

Modules, Grant management, Funds Management, MM, TR

we are using budget structure account assignments - Fund , Fund Center , Budget Period , Funded Program, CI,Functional Area , Grant.

Hi,

There is no annual activity to perform in order to activate availability control in a new year. So, if the system doesn't check the budget for documents created in 2020, it could be one of the two:

a) Customization of AVC was changed

b) AVC ledger is not initialized

For this last case, you can run FMAVCREINIT transaction and see if it helps.

Opening of FMIR before CF is working, so the issue has been resolved on that part.

i will open seperate thread for Fund availability issue.

Hi,

It all depends on your business procedure. Like opening FI periods... each client adopts its own approach when the periods should be opened. It is not different for FM. There is no technical restriction in this domain. be aware, that opening periods by itself, doesn't necessary make the postings available. You should to have your budget structure defined for 2020, if you work with it. You should have budget available, etc.

Thanks for your reply, it was very useful

and I got the message that we can open the 2020 FM periods without commitment carry forward and we can do the carry forward activity whenever after the FMIR Periods open.

and on the budget structure for 2020.

we entered our budgets in different years using budget period 2019, 2020, 2021 and so on.

when new PR or Finance postings will be done then we use relevant BP - 2020 budget structure to allow the postings ( I tested this in QAS now )

As I mentioned above, there is no rule which would forbid opening periods before CF is done. Quite the contrary, in most cases, I would expect the periods to be open to be able to perform activities not related to previous years. But, again, this is all in compliance with specific business procedures of your client.

Now I did the opening of FM Periods in FMIR for New PR and FI Postings.

and tried to create the new PR in 2020, system allowing the PR creation and it is not asking the budget in Fiscal Year 2020.

we have different Fund Types

For Annual Fund Types -

1. we entered budget for multiple years using Budget Periods like 2019 and 2020 and so on in Fiscal year 2019.

2. For this no Error Message received.

For Overall Fund Types

1. we entered budget for multiple years using Budget Periods like 2019 and 2020 and so on in Fiscal year 2019.

2. For this no Error Message received.

for both Annual and Overall Fund Types - if no budget in Fiscal Year 2020 , even though system allowing to save the PR and value showing as Overdue in FMAVCH01 reports.

Any year end activity needed here to check the availability control for Fiscal year 2020.

We usually open the periods before the year end anyway, as we have payroll to post, so this should be OK. If you have concerns about your own system, I recommend trying it in the sandbox.
