Withholding tax table taxable amount logic issue

hi,

here in mexico there are multiple wtax for invoicing, when we need to update the watx table sap is giving an error that the taxable amount on every line should not exceed the base amount of the invoice, the problem is that in order to calculate the correct wtax amount the taxable amount needs to be 100% of the base amount on every line

what is the logic in sap b1 to not let us save the invoice if the taxable amount of every line is greater that the invoice amount?
