While submitting access request it throws an error - User is not valid - GRC 12

While submitting GRC access request it throws an error - User is not valid.

We had kept 2051 as YES and user ID exists in the target connector mentioned in Data source and in Global provisioning Account validation check is Enabled with Error selected.

Kindly help on this.

User not updated in GRACUSER table though after running repository full sync.

FYI. RFC connections are fine .If I set 2051 to NO it works.
