Where can I find to download GRC 12.0 full SOD ruleset?
In this note I found only updated ruleset after delta comparision but I need full ruleset (3010795 - GRC - Access Control - Access Risk Management Rule Update Q4, 2020(GRC12.0)
I am unable to get GLOBAL ruleset from this program. Could you please advice.

It is not possible to choose a specific Ruleset.
When you enable BC Sets using SCPR20, concerned risks will be automatically associated with the GLOBAL Ruleset.
When you choose a connector to download rules using GRAC_DOWNLOAD_RULES prog, it will download the details of all Rulesets for this connector.

This ruleset is not officially available for downloads except from GRC itself.
You need to activate the concerned BC Sets via SCPR20 (GRAC_RA_RULESET_SAP_*) and then you can download them via GRAC_DOWNLOAD_RULES program.
