As you may know, GRC is a solution area at SAP.
One of the products within this area is SAP Access Control
which I believe is the one you are enquiring about here.
If so, as per the SAP Product Availability Matrix available
in the Support Portal:

Release to Customer (RTC): 13.12.2010
General Availability (GA): 29.07.2011
* SAP Access Control v10.1
Release to Customer (RTC): 14.06.2013
General Availability (GA): 10.12.2013
Note: this product is currently in version 12.0, released in 2018.
