Validation to Check whether Correct Withholding Tax code has been taken by user

Dear Experts,

Kindly provide solution to below requirements:

If at the time of posting User has entered Tax Code which has CGST & SGST and in withholding tax Tab user has to pick TDS on CGST and TDS on SGST but in certain cases user picks TDS on IGST by mistake. Now to get rid of this mistake my plants wants a check that correct Withholding tax has to be picked up by the user. To overcome this issue i tried to write a Validation but system did not trigger the same. Kindly find the validation as below.

In Above Screen Shot:

CG_SG_Tax Codes: is a set contains all the Tax codes where CGST & SGST is deducted

IG: Withholding tax code where TDS on IGST is deducted

So a per the Validation rule if user inputs any tax code for CGST and SGST Withholding tax code (TDS on IGST) is not applicable.

For me it looks like validation rule is correct but system does not trigger the same.

Kindly provide the solution
