Hello
today I'm searching for reasons for my problem. I have a system (Win7 64bit; Office 2007, EPM SP17) and I'm unable to open excel from bpc webpage. Moreover we got no error message or something like that.
We tried serveral things
I read nearly every note connected to this topic ... does anyone else have an idea?

Request clarification before answering.
I have had this problem and tried quiet a few things, but I have found the issue was there was a later version of office which was installed on the machine previously. Someone installed Office365. Although I removed this there were still traces left in the reg which caused issues.
You can use the below 2 tools to remove office 2016 applications. I would suggest removing all office versions using this tool and also remove EPM client.
Then install office and EPM client and try again. This worked for me.

EPM SP17 - have you tried something more up to date? Like SP24...

And what is your core BPC version/SP?

Have you tried logging into the machine with the another users account, so you are using a different windows profile?
Also when you try this IE will show a prompt to allow this site, you need to click allow and try opening the client.
If you are unable to get it to work under a new profile, send a screenshot of excel and the web
