This error message means that the application is unable to access the folder you specified for transfer.
It's better to send such messages to SAP Support, not SAP Community, as it can be caused by too many different settings.
As a "first aid" you can check the following:
1) Check your Transfer folder configuration: if the folders mentioned there exist and they are accessible.
2) Check your DCOM configuration: if the user specified in the CtServer DCOM object is able to access the folder specified for data transfer and create a file in it.
