The Budget amount is not Sufficient for Release: FMKU083 - Budget Transfer Issue

Dear Experts,

During Budget transfer entry via FMBB, We am facing the below Error:

The Budget amount is not Sufficient for Release: FMKU083

As this issue has been already discussed over SCN several times, so, all notes mentioned in the threads are already implemented in our system, while settings as mentioned in the Note: 1859520 does exist in our system. I am attaching screen shot for further advise.

Further, We have tried to enter extra budget as well as to return budget against released amount, but system is showing same error on both of these transactions. Please, advise.
